the minute money department of corrections, mass murder in america was most severe in 1929. in recent years, there were 32 mass killings in the 1980s, 42 in 9 '90s and 26s in the first decade of this century. according to the department of justice, murders of school age children have declined by 42% in the past 15 years. the latest stats show 1% of the murdered kids died at school. now, that's not to diminish the horrible crimes we have seen in connecticut and other places recently. all americans should understand that violence like that harms america's image throughout the world and we do have a gun culture here. no question about it. if the feds can tighten up gun laws without violating constitutional rights, they should do so. is it legal is one glaring question. how could the mother of the killer have acquired an ar 15 when connecticut has tough gun law? to build a build country, a safer country, we don't need knee jerk reactions after heinous crimes. we need smart solutions. listen to this exchange at the white house yesterday. >> you name one thing the president has done in the last f

. then he is scheduled to come back to america. now another one of his luckiest experiences. they have a transport plane to take him to america. his arm is gone by then. he is told we don't have room for another litter. another patient on the air plane. you can't go he was disappointed but the plane crashed and killed everybody on the plane. so dan inouye was a person who considered himself lucky. those of us who knew senator inouye consider ourself lucky, just being able to know the man. after hawaii received statehood in 1959. he was their first congressman. three years later he was a electricitied to the senate and has been a soft, powerful voice for the people of hawaii ever since. the many personal courtesies he has extended me i will never forget. may not seem like much. but i had something and i was scheduled to be in florida, and i had promoted this great senator inouye was going to be there. and i got a call from henie en -- henry, who was long-time senator inouye's chief of staff. he checked the schedule and it's his wife's birthday and he can't go. i said i understand that

that was going on, unbelievable. 1965, america took the step to become a compassion nature nation where we would take care of the elderly. proposals that have been talked about, the republican budget basically terminating medicare or whittling away at it, increasing the eligibility age from 65 to 67, what is a person to do when they are 65 and cannot get private insurance and at the same time they want to do away with the opportunity that exists in the affordable health care act for an exchange that could possibly provide the insurance. they want to do away with that. come on. this is america. this is where we take caref the elderly and provide the services. medicare can be dealt with. we can deal with the inflation in medicare and in the affordable care act, many things were done to start on that process. for example, keeping seniors healthy, providing for the annual medical checkup, making sure they had the drug benefits, making sure that part d was available to all seniors, closing the doughnut hole in the medicare part d drug benefit. electronic medical records. infection rates in hospitals

what america wasl about. -- where i learned what america was all about. to impart any lessons about america on dan inouye would have been an honor but we may have taught him pales in comparison to what he tots. a few years ago danny told an audience that our greatness as a nation lies in part in our willingness to recognize the flaws in our past, including our treatment of japanese-americans, and our determination in whatever limited way we could to make amends. dan inouye served his country because of his dream of what we could be, a nation unbound by our all-too-human failings. he believed to his core that we are able to shed old prejudices and that our nation, de despiter flaws, shines with such bright promise that we can inspire remarkable service and sacrifice. a nation so great that those we treat with disdain or even hatred can respond with love that knows no limit. love is powerful as the love that dan inouye showed for all americans and for the very idea of america. i'm so grateful for the lessons that danny taught me, so grateful for his friendship. barb and i send our dee
